Setting priorities and strategies for the reserarching promotion, development, and innovation of informations’ and comunications’ technologies. Base on the diagnostic of the technological capabilities and the current status of the development, research and innovation lines of TIC (Technologies of Information and Communication) in Ecuador, as well as the most appropriate methods for their advance. It proposes a regulation that sustains and boosts the TIC for the next five years (2013-2018)
